They also refuse a decision date that has passed with no record of what happened, and a call shown before it was meant to be. Each check is proved by planting the fault it exists to catch and confirming it refuses.
Where we tested something and it did not hold, we said so and did not publish it. The room tested a probability of approval for each filing before publishing one. It did not reliably beat the base rate on years it had not seen, so the room carries no percentages.
